The original founding partners agreed to implement the UEP at the time of President Bush's announcement. Other groups and individuals are becoming Partners regularly, and the UEP welcomes offers to enhance urban businesses.

Business Roundtable
Business Roundtable is a non-profit association of chief executive officers (CEOs) of leading U.S. corporations with a combined workforce of more than 10 million employees. It is committed to advocating public policies that ensure vigorous economic growth, a dynamic global economy, and the well-trained and productive U.S. workforce essential for future competitiveness. Business Roundtable believes that its potential for effectiveness is based on the fact that it draws on CEOs directly and personally, and presents government with reasoned alternatives and positive suggestions.

The Ewing Marion Kauffman Foundation
The non-profit Kauffman Foundation works to encourage entrepreneurship across America and improve the education of children and youth. The Kauffman Foundation focuses its operations and grant-making on two areas: entrepreneurship and education.

Striving to foster an environment nationwide in which entrepreneurs have the information and tools they need to succeed, The Kauffman Foundation promotes entrepreneurial success at all levels. Working with leading educators and researchers nationwide to create awareness of the powerful economic impact of entrepreneurship, to develop and disseminate proven programs that enhance entrepreneurial skills and abilities, and to improve the environment in which entrepreneurs start and grow businesses.

The National Urban League
Established in 1910, the National Urban League is the nation's oldest and largest community- based movement devoted to empowering African Americans to enter the economic and social mainstream. Today, the National Urban League, a nojn-profit headquartered in New York City, spearheads the non-partisan efforts of its local affiliates. There are over 100 local affiliates of the National Urban League located in 35 states and the District of Columbia providing direct services to more than two million people nationwide through programs, advocacy and research.

The White House
Under the UEP initiative, the White House together with private sector, non-profit, and community and faith-based organizations agreed to focus talent, expertise, and other resources toward facilitating economic growth and enterprise in historically neglected areas. This initiative – from basic financial literacy through management counseling – will cover the spectrum of needs, including instruction, mentoring, business coaching, finance, and contract negotiation.   The White House is working with the UEP Founders to promote these activities (through the U.S. Small Business Administration and the Minority Business Development Agency at the US Department of Commerce).
